Background:
As a child, Vash had trouble connecting with pokemon, let alone other kids. They would scared of his loud voice and run away all the time. This discouraged poor Vash a lot, so he spent most of his childhood hating pokemon. One day he had gone out to his family's garden and spotted a pokemon trying to eat their vegetables. Annoyed, Vash picked it up and pulled it away, much to the pokemon's surprise. It electrocuted him, causing him to drop the pokemon who quickly ran away.
The shock had given him a small interest towards electric pokemon, so he started to research them. He quickly became obsessed with them, and decided that electric pokemon weren't so bad. He still didn't like the rest of them though. One day, when he had been reading a book outside a passing scientest had seen him reading his book on electric type pokemon. They talked for a while and, wanting to encourage him, the scientest gave him an Electrike. Vash was thrilled, even if he refused to show it and the Electrike had tried to bite off his fingers the first time he let it out of the pokeball.
Then his sister was born. He loved his sister, but didn't show it much. When he had heard that his siter was running out to go see pokemon, he panicked. She could get hurt, or worse killed! He was relieved when his parents kept his sister in their house, but spent a lot of time with her to make it bareable.
A travelling trainer stopped by their town one day with his pokemon. He started to talk about a pokemon gym in his home town that focused mainly on electric pokemon. Hearing this, Vash immedietly became curious about the gym. He discussed it with his parents, who did not like the idea of him leaving home to go and fight. He argued with them for a long time before getting tired of their refusal and sneaking out of their house one night during a storm. He made the long trip to the town where he found the gym. He demanded to fight the gym leader, and of course lost. But the gym leader took a liking to him and decided to train him some. So, Vash agreed to stay at the gym and train, focusing on electric type pokemon.

Liechtenstien and Switzy are siblings.

He wears a necklace with a thunder stone attached to the end of it under his clothes.

Vash sighed to himself as he walked through the halls, running a hand through his short hair. He hated to walk around with his hat on, but there was nothing he could do if it was the rules. Not that it meant he would like it. His eyes occasionally jumped up from their path to glance at the diagrams bolted onto the wall, but they usually stayed glued to the floor ahead of him, watching for anything he could trip over.
He turned a corner, and a frown etched it's way onto his face. A fairly large group of students were standing around in the hall, talking to each other in loud, booming voices. Vash growled quietly to himself. Should he just head another way, and avoid the large group of idiots? He sighed to himself. No, sadly enough for him, this was the only way he could get to the room he needed to be in.
Taking a deep breath to calm his nerves, he tentatively began his march down the hallway. He stared forward towards his destination, willing himself not to allow his eyes to drift to the other people, especially once one talked significantly louder around him. His plan was foiled however, once someone placed a hand down on his shoulder. "Hey, buddy. Why you-"
His question was cut off when Vash wheeled around to glare at him. The hidden gun he kept on him at all time glinted in the light. The other boy's face paled at the sight of him. He reeled back, taking his hand off the other. "Don't touch me." Vash hissed, glaring through the boy. The hallway fell dead silent, staring at Vash in shock. He glared at them all for a moment longer before turning on his heel and rushing towards the door. He threw himself through it and slammed it closed behind him.
